This summer, I had the profound honor to visit the "干豆好 (Gan Dou Hao)" Citizen Power Project at GuanDu Junior High School, alongside Homemakers United Foundation (HUF), Taiwan’s leading Environmental NGO originally established by housewives in 1989 to advocate for eco-friendly living.
Taipei Municipal GuanDu Junior High School (台北市立關渡國民中學) may look like any other schools in Taipei, with its campus alive with the sound of bells, students reading, and laughter mingling in the warm summer air, the atmosphere filled with the scent of books. Yet, what makes this school special are the solar panels on its rooftop.
As we walked up to the rooftop, we were greeted by a vast array of solar panels, shimmering with a blue glow under the midday sun, converting sunlight into electrical energy. This is the "干豆好 (Gan Dou Hao)" community-based Citizen Power Project, established by HUF and collectively funded and owned by 24 local citizens.
What is the meaning behind the name "干豆好 (Gan Dou Hao)"? The director of HUF explained that "干豆 (Gan Dou)" is the ancient name for 關渡 (Guan Du), representing a deep connection with this traditional community in Taipei. The character "好 (Hao)" is made up of "女 (woman)" on the left, representing HUF, and "子 (child)" on the right, symbolizing the children studying and growing at GuanDu Junior High School. The name "干豆好" is rich with meanings, making this citizen power project even more interesting and significant.
Through tireless efforts by HUF and the Taipei City Government, "干豆好" has not only become Taipei's first citizen power project built on a public building, but also Taiwan's first solar power project owned and operated by the citizens. Its value goes beyond generating electricity and providing a return on investment; it also represents a crucial investment in environmental education for the next generation. "干豆好" encompasses a variety of activities as part of its environmental education efforts, including teacher training, expert talks, theater performances, and the creation of energy education classrooms, where students learn essential skills and knowledge about green energy and sustainable living. In 2023, GuanDu Junior High School and "干豆好" were recognized by the Taiwan Energy Administration with a Silver Award for Energy Education Benchmark Schools (能源教育標竿學校).
Today (8/5), HUF organized a guided tour of "干豆好". Participants had the opportunity to engage with the solar panels, learn about how the Citizen Power Project operates, and discover how the seemingly distant concept of "power generation" can be integrated into daily life. The participating teachers also explored new ways to incorporate themes such as "energy awareness," "energy development," and "sustainable use of energy resources" into their energy education programs.
Seeing the participants' boundless curiosity about the Citizen Power Project, the eager questions from young children, the thoughtfully crafted energy conservation reports by teenage students, and the creative energy education materials designed by teachers, all filled me with strong hope for Taiwan's sustainable future. The future of Taiwan, and indeed the world, lies in our hands. "干豆好 (Gan Dou Hao)" Citizen Power Project represents an important step toward Taiwan's sustainable development and a safer homeland, powered by nuclear-alternative green energy sources. Let us plant a "power tree" with solar energy, hoping it will grow tall and deep, protect our homeland, and together build the society we love.

今夏,我非常榮幸能夠與台灣領先的非政府組織主婦聯盟環境保護基金會一同參訪關渡國中「干豆好」公民電廠專案。
炎炎夏日,我們來到台北市立關渡國中。校園裡,鐘聲與學生的讀書聲、笑聲交織,書香氣息瀰漫四周。走上屋頂,映入眼簾的是一大片太陽能板,正午的陽光照耀在其上,散發著藍色光芒,將太陽能轉換為電能。這片太陽能板有什麼特別之處?
位於關渡國中的「干豆好」公民電廠由主婦聯盟打造,並由24位市民「廠長」共同出資成立,屬於社區型的公民電廠。
什麼是「干豆好」?主婦聯盟資深主任解釋道,「干豆」是關渡的古稱,寓意著與關渡這個位於台北的傳統社區的緊密連結。「好」字的左半邊是「女」,象徵著主婦聯盟;右半邊是「子」,代表在關渡國中學習和成長的孩子們。「干豆好」這個名字蘊含深意,讓這座位於國中屋頂的公民電廠更有意思也更具意義。
經過主婦聯盟基金會與政府的不懈努力,「干豆好」公民電廠不僅成為台北市首座建於公有建築上的公民電廠,也是全台第一座以公民團體為營運主體的公有建築太陽能案場。「干豆好」的價值不僅在於發電與回饋電費,更是對下一代環境教育的重要投資。它提供了教師培訓、專家演講、環境保護戲劇表演,以及能源教室設置等多元活動,讓學生能在豐富的活動中學習關於綠色能源和可持續生活的基本技能和知識。2023年,關渡國中與「干豆好」公民電廠更獲得經濟部能源署 能源教育標竿學校銀獎的肯定。
今天 (8/5),主婦聯盟為大家帶來了一場導覽關渡國中「干豆好」公民電廠的活動。參與者得以親身接觸屋頂的太陽能板,深入了解公民電廠的運作狀況,並體會如何將遙不可及的「發電」融入到日常生活之中。教師們也藉此機會,結合能源教育的「能源意識」、「能源發展」和「能源資源永續利用」等主題,探索更多能源參與與公民行動教育的可能性。
看著參與者對公民電廠無限的好奇、小朋友們熱切的提問、學生們用心製作的節能減排報告、以及老師們精心設計的有趣綠色能源教材,這一切都讓我對台灣的永續未來充滿了希望。台灣的未來,乃至全世界的未來,都掌握在我們手中。「干豆好」公民電廠代表了台灣邁向永續發展、安全家園的重要一步,推動以非核綠色能源為基礎的未來。讓我們以太陽能種下一棵「發電樹」,希望這棵樹能不斷成長,根深蒂固,守護我們的家園,共同打造我們所熱愛的社會。
